Andrea Seratte,CPA

Ms. Seratte has been a consultant to hospitals, physician practices and specialty service providers in the areas of business development, sales, revenue cycle management, practice assessments, managed care program/IPA product development, process improvement, implementation and strategic planning. Her clients include a number of nationally recognized for-profit and not-for-profit organizations, as well as successful start-up companies.

Prior to establishing her consulting firm, Specialty Services of America, she held senior management positions with several national healthcare organizations. Ms. Seratte was the Vice President of Finance, Medical Rehabilitation Division, NovaCare. During her tenure with NovaCare’s hospital division she opened eight medical rehabilitation hospitals, and acquired five hospitals. As Vice President of Operations for Rehab Managed Care of Arizona, a division of NovaCare,  Ms. Seratte developed and marketed the industry’s first rehab managed care organization. She was also the VP of Operations, Southwest, for BMJ Medical Management, Inc.

Ms. Seratte also serves as the Executive Vice President for POC Network Technologies, Inc. (PNT) where she developed and implemented a nationwide reimbursement and network solution for vaccines.  PNT is now the industry’s leader in vaccine billing representing over 28,000 medical providers and contracts with over 90% of the country’s Medicare Part D plans and Medicare Part B and commercial plans.

Robert J Miller, Ph.D.

Robert Miller has been involved in health care systems development and administration for 30 years. He has worked in a number of different settings, both in the private and public sectors. As such, he provides a broad understanding of the operational and public policy components of the health care system and the fiscal factors that impact in both of these arenas.

Dr. Miller began work in the health care field as Director of Research for Arizona Emergency Medical Systems, eventually becoming the Executive Director of that organization. While there he implemented the state’s first standardized emergency department patient record system, which facilitated the collection of evaluative data for categorizing hospitals’ emergency capabilities. He subsequently worked as a Vice President of Southwest Medical Services and as the Executive Director for the Arizona Board of Osteopathic Examiners, where he revised and updated the Board’s licensing standards and worked with the legislature to increase public participation in the Board.

Dr. Miller served as Director of Operations and then Chief Operating Officer for Hacienda Healthcare, where he led the development of ancillary programs in home and outpatient therapy services, acute and sub-acute hospital services, medically supported group homes and oversaw construction of the state’s first skilled nursing facility serving high acuity children and young adults. During his tenure Hacienda increased annual revenues by over 300%, and added service lines inicluding long-term care, home health, out-patient services and DME programs. His most recent position before joining Specialty Services and IBS was as Executive Director of Watermark at Home, a home health agency in Scottsdale.

Dr. Miller received his Ph.D. from Arizona State University, where he studied biological anthropology and did research on genetic markers and activity induced pathologies in Southwestern Indian populations. He has also taught at both the undergraduate and graduate levels and served on numerous state and national committees and advisory groups, including work for the Agency for International Development in Costa Rica.
